Dragonwrought Kobolds are not True Dragons
"All true dragons gain more abilities and greater power as they age. (Other creatures that have the dragon type do not.) They range in length from several feet upon hatching to more than 100 feet after attaining the status of great wyrm" (MMI pg. 68). Dragonwrought kobolds gain +1 to mental ability scores three times as they age - that might qualify as "greater power" (if only barely), but it definitely doesn't count as "more abilities". And kobolds range in length from several inches upon hatching to 4 feet (the maximum of Small, which kobolds never surpass). They definitely don't qualify as True Dragons.
